Artikel 65.(1) Der Bundespräsident vertritt die Republik nach außen, empfängt und beglaubigt die Gesandten, genehmigt die Bestellung der fremden Konsuln, bestellt die konsularischen Vertreter der Republik im Ausland und schließt die Staatsverträge ab. Er kann anläßlich des Abschlusses eines nicht unter Artikel 50 fallenden Staatsvertrages oder eines Staatsvertrages gemäß Artikel 16 Abs. 1, der weder gesetzändernd noch gesetzesergänzend ist, anordnen, daß dieser Staatsvertrag durch Erlassung von Verordnungen zu erfüllen ist.(2) Weiter stehen ihm - außer den ihm nach anderen Bestimmungen dieser Verfassung übertragenen Befugnissen - zu:
(3) Inwieweit dem Bundespräsidenten außerdem noch Befugnisse hinsichtlich Gewährung von Ehrenrechten, außerordentlichen Zuwendungen, Zulagen und Versorgungsgenüssen, Ernennungs- oder Bestätigungsrechten und sonstigen Befugnissen in Personalangelegenheiten zustehen, bestimmen besondere Gesetze.

第65条(1) 連邦大統領は、対外的に共和国を代表し、外国使節を接受および認証し、外国領事の任命を裁可し、外国における共和国の領事的代表者を任命し、そして、条約を締結する。連邦大統領は、現行法の改正も追加も要しない、第50条に該当しない条約、または第16条第1項による条約、の締結に際して、その条約が法令の発令を通じて実施さるべき旨、指令することができる。(2) さらに、連邦大統領は、−この憲法の他の規定に従って彼に授与された権限を除き−以下の各号に掲げる権限を有する。
(3) どこまで連邦大統領に、その他まだ、栄誉権の許認可、特別な利益供与、特別手当および恩給、任命権または確認権その他人事における権限、に関する権限を賦与するかは、特別な法律で定める。

Art. 65.(1) The Federal President represents the Republic internationally, receives and accredits envoys, sanctions the appointment of foreign consuls, appoints the consular representatives of the Republic abroad and concludes treaties. At the time of conclusion of a treaty not falling under Art. 50 or a treaty pursuant to Art. 16 para. 1 which neither modifies nor complements existent laws, he can direct that the treaty in question shall be implemented by the issue of ordinances.(2) Furthermore there is vested in him - apart from the powers assigned to him in accordance with other provisions of this Constitution - authority:
(3) Special laws provide to what extent powers are additionally vested in the Federal President with respect to the grant of honorary privileges, extraordinary gratifications, allowances and pensions, the right to nominate and confirm persons in appointments and to exercise other powers in personnel matters.
