Artikel 64.(1) Wenn der Bundespräsident verhindert ist, gehen alle seine Funktionen zunächst auf den Bundeskanzler über. Dauert die Verhinderung jedoch länger als 20 Tage, oder ist der Bundespräsident gemäß Artikel 60 Abs. 6 an der ferneren Ausübung seines Amtes verhindert, so üben der Präsident, der zweite Präsident und der dritte Präsident des Nationalrates als Kollegium die Funktionen des Bundespräsidenten aus. Das gleiche gilt, wenn die Stelle des Bundespräsidenten dauernd erledigt ist.(2) Das nach Abs. 1 mit der Ausübung der Funktion des Bundespräsidenten betraute Kollegium entscheidet mit Stimmenmehrheit. Der Vorsitz im Kollegium obliegt dem Präsidenten des Nationalrates, ebenso dessen Vertretung in der Öffentlichkeit. (3) Ist einer oder sind zwei der Präsidenten des Nationalrates verhindert, oder ist deren Stelle dauernd erledigt, so bleibt das Kollegium auch ohne deren Mitwirkung beschlußfähig; entsteht dadurch Stimmengleichheit, so gibt die Stimme des ranghöheren Präsidenten den Ausschlag. (4) Im Falle der dauernden Erledigung der Stelle des Bundespräsidenten hat die Bundesregierung sofort die Wahl des neuen Bundespräsidenten anzuordnen; das Kollegium hat nach erfolgter Wahl die Bundesversammlung unverzüglich zur Angelobung des Bundespräsidenten einzuberufen.

第64条(1) 連邦大統領に故障ある時は、そのすべての職務は、差し当たって連邦首相に移行する。但し、故障が20日以上続くならば、または、連邦大統領が第60条第６項によりその職務の以後の行使に故障あるならば、国民議会の議長、第２議長、および第３議長は、委員会として、連邦大統領の職能を行使する。連邦大統領職の空位状態が継続する場合に、これを準用する。(2) 第１項により連邦大統領の職能の行使を委嘱された委員会は、多数決によって決する。委員会における議長は、国民議会議長の義務であり、その代理権は同じく公開である。 (3) 国民議会の議長の１人または２人に故障ある場合、またはその職の空位状態が継続する場合にも、委員会は、その参加無くして決議可能であり、それにより賛否同数の場合は、序列高位の議長の票を以て決定する。 (4) 連邦大統領職の空位が継続している場合には、連邦政府は遅滞なく新たな連邦大統領の選挙を実施しなければならず、委員会は、これに伴う選挙の後、連邦大統領の宣誓のために連邦総会を遅滞なく召集しなければならない。

Art. 64.(1) All the Federal President's responsibilities, should he be prevented from their discharge, pass in the first instance to the Federal Chancellor. If the impediment lasts longer than twenty days or if pursuant to Art. 60 para. 6 the Federal President is prevented from the discharge of his office, the President, the Second President, and the Third President of the National Council acting as a committee shall undertake the responsibilities of the Federal President. The same holds good if the position of the Federal President is continuously in abeyance.(2) The committee entrusted according to para. 1 above with the exercise of the Federal President's functions decides by majority vote. Chairmanship of the committee devolves on the President of the National Council, likewise its representation in public. (3) Is one or are two of the National Council's Presidents prevented from the discharge of their responsibilities or is their position continuously in abeyance, the committee still constitutes a quorum even without their participation; in the event of a tie, the President senior in rank has the casting vote. (4) In case the position of the Federal President is continuously in abeyance, the Federal Government shall immediately arrange the election of the new Federal President; after the ensuing election the committee shall without delay convoke the Federal Assembly for the affirmation of the Federal President.
