Artikel 51c.(1) Die Mitwirkung des Nationalrates an der Haushaltsführung gemäß Artikel 51b und Abs. 2 obliegt dem mit der Vorberatung von Bundesfinanzgesetzen betrauten Ausschuß des Nationalrates. Dieser kann bestimmte Aufgaben einem ständigen Unterausschuß übertragen, dem auch die Mitwirkung an der Haushaltsführung obliegt, wenn der Nationalrat vom Bundespräsidenten nach Artikel 29 Abs. 1 aufgelöst wird. Der mit der Vorberatung von Bundesfinanzgesetzen betraute Ausschuß bzw. sein Ständiger Unterausschuß sind auch außerhalb der Tagungen des Nationalrates (Artikel 28) einzuberufen, wenn sich die Notwendigkeit hiezu ergibt. Nähere Bestimmungen trifft das Bundesgesetz über die Geschäftsordnung des Nationalrates.(2) Der Bundesminister für Finanzen hat dem im Abs. 1 genannten Ausschuß des Nationalrates über die gemäß Artikel 51 a Abs. 2 sowie Artikel 51b Abs. 2 bis 4 getroffenen Maßnahmen vierteljährlich zu berichten. Weitere Berichte sind diesem Ausschuß nach Maßgabe besonderer bundesgesetzlicher Vorschriften zu übermitteln. 第51c条(1) 第51b条および本条第２項に従った財政運営への国民議会の参加は、連邦予算法の予備協議を委託された国民議会の委員会の義務である。この委員会は、国民議会が連邦大統領により第29条第１項に従って解散された時は、定められた任務を、財政運営への参加も義務とする、常設の小委員会に移転することができる。 連邦予算法の予備協議を委託された委員会ないしは、その常設の小委員会は、更に必要性が生じた時は、国民議会の会議の外（第28条）でも召集されることとする。詳細な規定は、国民議会の議院規則に関する連邦法による。(2) 連邦大蔵大臣は、第１項において掲げられた国民議会の委員会に、第51a条第２項ならびに第51b条第２項から第４項に従って取られた措置に関して、四半期毎に報告しなければならない。それ以上の報告は、この委員会に 特別の連邦法上の規定に従って届けられるものとする。

Art. 51c.(1) The participation of the National Council in the management of the economy pursuant to Art. 51b and para. 2 below is incumbent on the National Council committee entrusted with the preparation of Federal finance laws. It can delegate specific tasks to a standing sub-committee on which it is incumbent to participate too in the management of the economy if the National Council is dissolved by the Federal President in accordance with Art. 29 para. 1. The committee entrusted with preliminary discussion of Federal finance laws or else its standing sub-committee shall also be convened outside National Council sessions (Art. 28) if the need arises. The detailed provisions are settled by the Federal law on the National Council's Standing Orders.(2) The Federal Minister of Finance shall report quarterly to the National Council committee cited in para. 1 above on the measures taken pursuant to Art. 51a para. 2 as well as Art. 51b paras. 2 to 4. Further reports shall be delivered to this committee in conformity with special Federal legal provisions.
