Artikel 81b.

(1) Die Landesschulräte haben Dreiervorschläge zu erstatten

) für die Besetzung der Dienstposten des Bundes für Schulleiter, sonstige Lehrer und Erzieher an den den Landesschulräten unterstehenden Schulen und Schülerheimen,
) für die Besetzung der Dienstposten des Bundes für die bei den Landes- und Bezirksschulräten tätigen Schulaufsichtsbeamten sowie für die Betrauung von Lehrern mit Schulaufsichtsfunktionen,
) für die Bestellung der Vorsitzenden und der Mitglieder der Prüfungskommissionen für das Lehramt an Hauptschulen und an Sonderschulen.

(2) Die Vorschläge nach Abs. 1 sind an den gemäß Artikel 66 Abs. 1 oder Artikel 67 Abs. 1 oder auf Grund sonstiger Bestimmungen zuständigen Bundesminister zu erstatten. Die Auswahl unter den vorgeschlagenen Personen obliegt dem Bundesminister.

(3) Bei jedem Landesschulrat sind Qualifikations- und Disziplinarkommissionen erster Instanz für Schulleiter und sonstige Lehrer sowie für Erzieher einzurichten, die in einem öffentlich-rechtlichen Dienstverhältnis zum Bund stehen und an einer dem Landesschulrat unterstehenden Schule (Schülerheim) verwendet werden. Das Nähere ist durch Bundesgesetz zu regeln.

第81b条

(1) 州学校監督庁は、以下の各号に関する３つの推薦をしなければならない。

) 州学校監督庁に従属する学校および学生寄宿寮における校長、他の教員、および指導員に関して連邦が行う役職の任命に関して。
) 州および地区の学校監督庁に勤務する学校監督官に関し、ならびに学校監督業務を行う教員の委嘱に関して、連邦が行う役職の任命に関して。
) 基幹学校および特殊学校における教職に関する審査委員会の委員長および委員の任命に関して。

(2) 第１項による推薦は、第66条第１項または第67条第１項により、もしくは他の規定に基づき、管轄連邦大臣になされることとする。推薦された者の中からの選択は、連邦大臣の義務である。

(3)すべての州学校監督庁には、連邦との公法上の雇用関係にあり、州学校監督庁に従属する学校（学生寄宿寮）で雇用される、校長、および他の教員、ならびに指導員に関する第一段階の資格および懲罰委員会を設置することとする。詳細は、連邦法によって定めるものとする。

Art. 81b.

(1) The Land school board shall render three sets of proposals:

) for the filling of Federal vacancies for headmasters/headmistresses as well as other teachers and educational assistants at schools and student hostels subordinate to the Land school boards;
) for the filling of Federal vacancies for the school supervisory officials serving with the Land and Bezirk school boards as well as for the appointment of teachers with school supervisory functions;
) for the appointment of chairmen and members of the examination boards for the teaching diploma at upper primary schools and special schools.

(2) The proposals in accordance with para. 1 above shall be rendered, pursuant to Art. 66 para. 1 or Art. 67 para. 1 or by reason of other provisions, to the competent Federal Minister. The selection of individuals from among those proposed is incumbent on the Federal Minister.

(3) Every Land school board shall establish eligibility and disciplinary school boards of first instance for headmasters/headmistresses and other teachers as well as educational assistants who are employees under public law of the Federation and are employed at a school (student hostel) subordinate to the Land school board. The details shall be prescribed by Federal law.
